It depends on which game, because usually it's whoever can PWN enemies best.
Reiuji is my favorite from TH12.3
From IaMP my fav is Patchouli
From the 3d fan-game fighting-game Touhou Koubutou my fav is Rumia, though Remilia and Patchouli are pretty good too.
